maniacal_tentacle_monster nope Bowser isn't the one being fooled. This is a reference to Mario and Luigi Superstar Saga. Luigi dresses up like Peach and using a fan I think it is, hides his moustache from Cackletta and tells her that the Peach she has was just a decoy and that He was Princess peach. She falls for it and Kidnaps him XD what made it extra obvious is his ability to generate electricity in his hand. an ability he learns earlier in the game.

Actually, I'm fairly sure there's an old Super Mario World comic from some Nintendo magazine where Luigi dressed up as Peach to save Mario from Bowser.

Fairly sure Peach wore Luigi's clothes as well. She was cute.
