I know only the basics, and the kanji doesn't really make sense.. but from what I can see, he's stuttering, saying something like "I want to become f- fr- frie-..friends with you..!!"

Also, an amendment to the above, it'd be more technically correct to say "Become friends [f- fr- frie- ..friends] with me please!".. but that's just nitpicking. o.o
