That's just fanservice at work Zhan.

When a guy turns evil, the fans want to see him look like a total bad-ass. As such, the producers make them wear way more armor than their bodies should be able to carry.

When a girl turns evil, the fans want to see her in a slutty dominatrix outfit or something. Again, the producers just give the fans what they want.

I agree that it's kinda ironic, but that's the anime industry for ya... We're all a bunch of dirty perverts when you get right down to it... LOL

Yeah this is surprisingly a mild case as far as cloths go. She's not wearing less, just got her top open showing cleavage. I do like the rather sexy/creepy smile. And the last one does look like she's changed back to the good side but with still some evil traits when she was bad.
