Balrog = Vega's original name
M. Byson = Balrog's original name
Vega = M. Byson's original name

This only happened in the non-Japan releases because the dev team realized the West might not appreciate the satire in making a black, agressive boxer and giving him a name resembling a certain real life black, agressive ex-boxer.
