Summary:	Cannot manually add pics to personal or private pools
Description:	I cannot add pictures to pools I create when I make them for personal or private viewing.

To clarify "manually", using pool:<pool_id> in an image's tag edit field only works to add an image to a pool if the pool is public, even if you are logged in. The mass import function on the pool's page still works.
