It was created by Ouji Hiroi and is his most well known work. He was inspired by a performance of the play Shanghai Rhapsody in 1990 that he found spectacular and he spent the next few years developing his idea of a similarly theatrical experience that evolved into the franchise's origin. It began as a tactical RPG/visual novel video game that was released on September 27, 1996 for the Sega Saturn, combining strategy RPG style steampunk mecha battles, visual novel segments that develop the cast's relationships The game was directed by Ito Tomoyuki and Takeuchi Yasushi. The story was written by Akahori Satoru and the characters were designed by Fujishima_Kousuke and Matsubara_Hidenori. Besides its theatrical inspirations, the game's style is heavily anime-inspired, complete with some anime cutscenes. Its soundtrack, which was an intentional throwback to musical theater and popular music of the 1920s, was composed by famed anime soundtrack composer Tanaka Kouhei. The team of Ouji, Fujishima, Akahori, and Tanaka worked on the five main installments of the franchise before the series was revived in 2019 with Shin Sakura Taisen. The series is set in an alternate 1923, Japan, the Taisho period. However, this Taisho differs from the real life Taisho with the presence of demons and highly advanced steampunk technology developed to combat against them. At the forefront of the war against demonic influences are the Combat Revues, a troupe of female mecha pilots/stage actors, who inspire people through their performances and defend them with their psychic-powered mechs. The player plays as Oogami Ichiro, a male Navy Ensign who is assigned to lead the Flower Division Imperial Combat Revue and help them develop into a powerful team. The franchise was immensely successful in Japan and the original games were one major reason why the Sega Saturn sold so well there. The franchise spread to other mediums, including anime, manga, and stage plays. During casting, Oji sought seiyuu who could both convincingly voice act and sing in the studios and do the same on stage, just like their characters. The franchise's story is also spread across these various mediums and most of the anime installments are actually canon stories that supplement the games as opposed to straight adaptations.
