The main antagonist of Resident Evil 3. He is a large and nigh invulnerable longcoat clad Tyrant designed to eliminate the S.T.A.R.S members. The only word he's capable of speaking is "S.T.A.R.S !" Although he has a humanoid looking body, his face is disfigured and his body is rotting. His weapon of choice is a rocket launcher and he can also use tentacles to attack. He relentlessly chases the heroine Jill Valentine throughout Raccoon City. Outside of Resident Evil 3, he also appears in Resident Evil Survivor 2 Code veronica, where he will chase the player if the player is unable to complete a level within the time limit. He is also the main antagonist in the live action film Resident Evil Apocalypse.

In gameplay, most of the encounters with him give the player the option of whether to fight or flee. He can be actually be fought and defeated every time he appears in Resident Evil 3. However, this will not decrease the amount of times he comes to attack to Jill nor will it preemptively end the game's story. Not to mention, he still takes a lot of damage before temporarily going down.

His design was inspired by the T-1000 from Terminator 2: Judgement Day. With Nemesis, series creator Mikami Shinji wanted to give players a new kind of fear: paranoia. Even when Nemesis was absent, he wanted players to still be scared, to dread the next encounter with the seemingly unstoppable monster. Nemesis's presence is also hinted at by an ominous theme titled "Feel the Tense". Unlike other Resident Evil enemies, he can go through doors like the heroes, making escape much more difficult.

Despite having a pivotal role in only one game, he is one of the most popular Resident Evil villains/monsters, and has made quite a few appearances outside of his debut. He appeared as a playable character in Ultimate Marvel vs Capcom 3 and made a cameo in one of the endings in Marvel vs Capcom 3. He also appears in the Umbrella Chronicles retelling of Resident Evil 3. He is also in the massive crossover game Project X Zone. He is played by Matthew G. Taylor in Resident Evil Apocalypse.
