He oversees Rockfort Prison Island and he has already lost whatever sanity he may have had by the game begins. He is psychotically obsessed with and is strongly implied to have incestuous feelings towards his genius sister Alexia Ashford. He has a childish personality, often sounding like he's throwing tantrums when angry, and has large toys within his mansion. However, he is very dangerous due to his psychosis and his lack of empathy towards others. Although he did not cause the zombie outbreak on Rockfort Island, he does not care for the fates of the prisoners or anyone else on the island and torments Claire and Steve while they try to escape. He uses a rifle in combat. His character is given an even darker portrayal in Darkside Chronicles which further emphasizes his psychosis by including morbid graffiti drawn by him in the Training Facility in his mansion as well as some unlockable voice tapes that the player can listen to. He is voiced by Peter Oldring (Code Veronica) and Richard Cansino (Darkside Chronicles).
