Pretty sure it's just one or two different studios. They're probably contracted because they produce content quickly and cheaply, and that can more easily make a profit. Less time spent on hiring animators to provide key animation and inbetweens, just have that dude in the back with a cursory knowledge of Toon Boom Harmony animate shit with the same level of sophistication as a fifth season episode of Johnny Test.

They aren't lazy, they're on a budget. They can only put as much money and effort into hiring animators as they can expect to get back from sales. Hentai animation doesn't sell very well and traditional animation is slow and expensive.

Actually, it's just their style. Kinda like how that one company do a action camera animation with the camera constantly moving and losing focus....this studio do all of their H-anime with a motion manga like feel to it.
