Is Game Maker better? I tried to use it, but it overwhelmed me pretty quickly.

Well yeah, of course. Unity, Unreal, and Game Maker are all 10x better than RPGMaker. Lol.
Not that I know how to use any of them, but all I know for sure is RPGMaker is extremely limited and outdated.

No. I was referring to a version of that program, not the rpg maker itself. I still want to make my game in that program, but in a more modern version of it.

I would probably make some sort of spiritual successor to the obscure game Freedom Force that is a real-time tactics games featuring Silver Age-inspired super heroes.

No, it isn't. It is incredibly limited. There's a reason why 90% of those games are so bad. Because the default engine is not good enough.

It's not the engine itself, it's how you use it. There are a lot of games who made in a "limited" engine such as Clickteam. And they're really good.
Hell you can make a great game using Gamemaker 8, a abandonware.
90% you say? Well name any game that is terrible thanks to this engine. Don't downplay or anything you pull through, name one.
