They should do what Gelbooru does: Get content from other boorus.
They could download images tagged "photo_(medium)" from here, and upload them over there.
They probably don't have a "danbooru bot" equivalent though.

rule34[.]xxx's moderation is very inconsistent. but they seem to be allowing "worse" and worse things onto the site that are bad optics for it in the long run. i mention this because they want to stay a "safe" pornography site. as the most popular booru, that's just not possible. the lines are blurred. they allow cub art, but nothing too "explicit" if you catch my drift. i was about to go partially astray here and talk about this booru, but that's an entirely separate conversation.
anyway, besides the usual telegram comments, it seems they ban you if you horny post too much lol.

Now to be fair, I think it might have to do with copyright. Maybe it's possible uploaded content has gotten copyright claims and they've been removed.

I wouldn't know but the content there is just meh for the most part.
If it does get more as the years go on I'd probably find some people to talk to there. Forums are sadly just horny alone dudes... as for damn near every Forum lmao. Yeah, pretty much. You can search a woman with certain tags without having to go on another website. One click download for everything.
RedGIFS is a similar site that has tagging, in the form of hashtags. But if you know anything about redgifs, it fucking SUCKS. It's such a godawful website, and yet it's the go-to for a lot of OF girls. It used to be good, but they made so many horrible changes that the site is godawful.
