I'm not sure... I don't think so. It's easy to check out though. Why don't you register a deviant art account and send the person a pm? ask him if he is Indonesian.

I've got no evidence that this person isn't japanese, but the art style and the commentary on his site imply that they aren't.

Art style has proven Gelbooru wrong many a time but that site may lead to something.
