What he is saying can be roughly translated as "She's plump, isn't she?"
With the "da ne" being a very informal version of "desu ne," in which he is sort of seeking agreement with the listener. Sorry if I explained poorly or gave a strange translation - the whole ne/yo thing is difficult for me to make sound right when put in English.
