It's dubious, especially given the poll option, but it could also be the artist using "funny" and technically inaccurate language like they sometimes do. (Maybe the artist is only referring to what Tail Blue is using to fuck Tail Red instead of what her actual gender is?)
Also Tail Blue is by default female, so merely putting a penis on her would count as futa, but if she's completely genderbent it's a different matter...
Anyhow the proof of TB's gender is somewhat lacking in the image.
Also Red Tail seems to have small breasts, so, uh... shemale? But then again the trap tag... I don't know.
Maybe the artist will put another piece in addition for this set, since there was a poll.

You are incorrect Daijin. Even if she is canonically female, the "Otako no onno" tag basically means a boy that is like a girl. So if this image of Tail Red is that of Souji having transformed into a small boy and not a girl, then he should be tagged as a boy. The "Otako no onno" tag however implies that her clothes ect should be feminine. So, is her tail gear suit really feminine? If this is the case then the trap tag should be applicable in this case.
Now as for he person that flagged Daijin's comments.
Are you stupid? You will only piss off other mods as they will have to unflag your report. If you really feel that Daijin committed something bad then you should just contact the admin. Flagging images because you dislike what has been written will just get you banned.

I am telling you correct tagging policy. The character is no longer male when in this persona, so the trap tag does not apply. This is the exact same thing with Ranma Saotome in his female form: images with Ranma as a female are tagged as a female, gets both the saotome_ranma and ranma-chan tags and does not get the trap tag.
The same goes for Tailred.
