Summary:Emergency delete/hide function for illegal images usable by mods
Description:Currently if an illegal image (CP?) arrives on Gelbooru, the highest priority is to reach Lozer who is the only one who can delete it. Lozer can't be there all the time, this is why I request an emergency deletion function for mods.

The normal deletion is just not sufficient since the image will stay in the post list for a little while and the "original image" button will still give you the image.

Of course I would like to restrict this idea: Mods should not be able to delete the image out of the system, but rather move and hide them.

The images and thumbs should be moved or renamed in the file system so they are not accessible anymore. Also the post show page could be hidden completely.

Lozer should be able to review the emergency deletion and be able to restore or purge the image.

To slim the chance of abusing this feature even more, I suggest
- putting the feature into the admin panel, not on the post show page
- have two mods have to confirm the deletion

Mods in training and normal mods should be able to do this action, since it is never permanent until Lozer decides it is. Maybe normal mods should be able to instantly emergency-delete, or if they confirm, count for two votes of emergency deletion.

Another idea would be that the emergency deletion is instant but is reverted when no other mod confirms it in, for example, 10 minutes.

Perhaps it should also send a mail to lozer so that, when the feature is validly used, he can more immediately act, and when the feature is abused, it won't be left sitting in limbo if two mods agree to abuse it.

If a mod notice or deletion notice (obsolete?) is sent to the user who posted it than that user cannot post again until that mail is opened. I say we add a feature to this that blocks that user from posting at all after one of their posts is emergency deleted until lozer unblocks the account or bans the user outright. Again, discretion should be used (illegal content only, CP, bestiality) so lozer is never up to his ears in unblock-or-ban requests.
