Since Gelbooru's creation it has been a Japanese-themed website. This fact has never changed. New written rules that further define this theme have been created, yes, but again: it further defines the theme. They are not arbitrary and are not an abuse of power.

EDIT: The reason for the enforcement of the non-Japanese artists is because there were people claiming that "anime-style" makes it acceptable even when the art itself was vaguely "anime-style".

And as far as i know, it was done on danbooru to retrieve a part of their site ??

It's been around for several months now. The keyword is extreme, which most guro I've seen just happens to fall under.

as far as I know, Its allowed as long as its something like a few scratches, maybe a couple deep cuts *as if the person was in a swordfight and his/her hips got pretty nasty wound* but if its something like a person with their organs hanging out, cut open, tacked open to a wall with a nail in one eye or along those lines its not allowed. But even I'm not entirely sure on it.

In my experience, the people who complain about that rule upload garbage anyway.

Maybe someone who's actually a good uploader voiced up about it, but I haven't seen it.

EDIT: The fact doujin covers are banned annoys me no end, though.
