Your argument is ridiculous.
www.merriam-webster.com/dictionary/ruleMerriam-Webster defines a rule as a "prescribed guide" or "regulation" for procedures or conduct.
oxforddictionaries.com/definition/rule?region=usOxford defines a rule as "one of a set of explicit or understood regulations or principles governing conduct within a particular activity or sphere" and additionally "a law or principle that operates within a particular sphere of knowledge, describing or prescribing what is possible or allowable."
dictionary.reference.com/browse/ruleDictionary.com defines it as "a principle or regulation governing conduct, action, procedure, arrangement, etc."
Nowhere in any of these sources does it even allude to the rule having to help, inform, or protect people. All it must do in order to quality as a rule is to say what can or can not be done. Our rule does a very good job of that. It very explicitly states that you may not upload artwork by non-Japanese artwork unless we give specific exception to it.
Additionally, you really cannot call the rule a "preference" either, as it isn't a "preference." A "preference" is liking sugar in your coffee a little bit more than straight black coffee; in the context of the site, our "rule" is more like not wanting to drink bleach.
Finally:
If you don't like the rules, then you can choose to either follow them anyway, or stop using the site. Those are your two choices. I will point out that Danbooru allows artwork by non-Japanese artists without requiring specific exception to be given by their janitorial staff. If you prefer their rules over ours, then you should use that site instead.
