It is a pity that the tagging system of that site is currently less than mediocre, and it is doubtful if half the stuff that would have been on here have even made it onto there.

EDIT: The reason for the enforcement of the non-Japanese artists is because there were people claiming that "anime-style" makes it acceptable even when the art itself was vaguely "anime-style".
If I know a piece of art is made by a non-Japanese artist BUT it is VERY OBVIOUSLY anime style art (which obviously was pioneered in Japan) and NOT a pseudo-anime style (like the American cartoon Teen Titans) is it ok to post? Or does the ACTUAL ETHNICITY of the artist HAVE TO BE Japanese? e You see I'm a white man (who does not have one drop of Japanese blood in me from my ancestry) and I was born in the USA (not Japan), but I've been considering taking classes to learn how to draw anime/manga style artwork, so I could make this type of art and do it well so it would be indistinguishable from anime art made by actual Japanese people. If I ever do get this training and do make decent anime art, would I be allowed to post my own art here? Or would I be FOREVER excluded from posting my work here, just because I'm not Japanese?

They are if you're Japanese, we just don't particularly like the people who do it.

Screencaps generally aren't allowed unless it's a really good job of it, is what I get from that.
No screencaps. I have dumps. These are made with hacking software that rips images that normally are embedded in the game's resources files, and puts them into normal picture files (such as BMP, JPG, or or PNG). I try to avoid screencaps myself because they are hard to get right, and lose formatting (screencaps are 3 color channels, 8 bits per channel, even if the original image is 4bit indexed palette image).
