Sometimes also korean stuff (hangul is easy to recognize) or thai (curves everywhere)
But if someone were to edit them with a japanese translation, you probably wouldn't be able to know they weren't from japan.
As far as I'm concerned, I wouldn't mind non-jap stuff, as long as it looks like japanese stuff

So... I deleted that first one for being manga/doujin (and poorly compressed).
The deciding factor here is usually quality. For a Japanese artist the art would pretty much have to be craptastic or eye-gougingly bad before we delete it for being poor. It might also be deleted for having excessive jpeg compression or other file defects. We allow oekaki art from the 90s so the standard here isn't very high.
We tend to hold non-Japanese artist's to a higher standard. It's usually not a problem if the art depicts a Japanese copyright as this is on-topic. We may also give exception to the occasional western or original work done in a Japanese style as the style alone keeps it from being wholly off-topic. It is rare that we keep a western-style pic by a western artist unless it is truly some masterpiece that catches the mods' fancy. (Or it wasn't deleted because we missed it and was never flagged.)
Western characters by Japanese artists are fine. No different than original characters really. As long as the quality is passable then it will be allowed.
