Deleted posts are usually not gone altogether; there are several levels of delete available to the site staff.
1. The post no longer shows up on tag searches, but the image and post metadata are preserved and publicly available.
2. Original image is deleted as well.
3. The post page is completely deleted, or not publicly accessible; example
post #3 .
People can arrive at deleted posts via IQDB searches and direct links to the post. The tags can provide useful information to people arriving there via IQDB, such as the artist or character names. For people arriving via direct links, the tags are the most convenient way to know what was there, since the inline image is gone. If the site staff want to remove the original image link, or delete the post page altogether, they are already able to do that.
So, in other words, I still see it as vandalism.
