Is this because of a layout or adblock issue? Or were they actually scrapped?
If it's the latter, why? Ratings on comments is something I and I'm sure many other found useful overall to filter out crap, so if it's gone I think we at least deserve an explanation.

They'd be useful until someone comes by and use their proxies and such to downvote all comments on a post until you end up having to see all the comments that were hidden.

I feel like they were pretty psychologically effective. If a post had negative/nasty comments with negative scores, people would be less inclined to leave such comments, whereas if they had positive scores, they would be more inclined. Same thing with positive/nice comments and scores.
Every comment being viewed on a neutral perspective has its risks and benefits. Of course, it's good that the Report function is there.
