There are quite a few images that are tagged as "waifu2x" and are obvious upscales (exactly 2x the size of the originals)...is this allowed?

No. We want the originals if at all possible. We may not delete an upscale if the original isn't posted but if you find an upscale that has the original version posted as well please flag the upscale so we can delete it.

They're not allowed, the howto:upload wiki was recently updated saying so.

Hmmm...looking at it I'm actually seeing quite a few 4x upscales...I'm guessing that's just done by running the image through Waifu2x twice.
I've reported a couple and noticed they were posted by "Danbooru"? I'm guessing that's a bot that grabs images from Danbooru...so someone over there must be upscaling >.<
At any rate if anyone wants a project you could probably nab a shitload of upscales by just going through the "waifu2x" tag...13 pages long...
