So, first off, I'm not going to test it out so somebody just tell me...when you upload will the system allow you to upload if you include less than 5 tags? I read on the upload page there is a 5 tag minimum, if so, shouldn't there be an automatic system in place to block any submissions with less than 5 tags?

Yes, it will allow you to upload with fewer than 5 tags, but a moderator or administrator will yell at you and instruct you to add more if you don't within 10 minutes of upload, and if you fail to tag your uploads repeatedly you can be banned for it.

I might point out that our current WebM uploader doesn't allow the addition of tags at all. The video is uploaded first and then the tags must be added soon after, preferably within 5-10 minutes.

Ok...but wouldn't it just be easier to simply not allow a user to upload with less than 5 tags to begin with? Seems like it that would be a good feature to add, it would save the mods a lot of work.

No, because that would lead to people adding a bunch of incorrect or garbage tags, which is actually harder for us to deal with.

No, the automatic uploads are directly inserted into the database. They don't use the upload system.

On the subject of tag minimums, why aren't people who add tagme to their images be given an automatic lashing? When you do that, you're just proving you know how to add tags but are outright refusing to do it out of laziness.

If they're adding at least 5 valid and correct tags, they aren't breaking any rules.

It would be nice to have the rules updated so that "tagme" and request tags don't count toward the five tag minimum. As it is now, users can upload an image with just "character_request", "copyright_request", "artist_request", "source_request" and "tagme" - finding such an image after it gets bumped off the first page of uploads would be almost impossible.
