To my understanding, the US laws have the clauses of : "is the visual representation of minors under the age of 18 engaged in sexual activity or the visual representation of minors engaging in lewd or erotic behavior designed to arouse the viewer's sexual interest. Child pornography may include actual or simulated sexual intercourse involving minors, deviant sexual acts, bestiality, masturbation, sado-masochistic abuse, or the exhibition of genitals in a sexually arousing fashion"
In simple terms, yes, however, it teeters more on a gray area, as this aspect is on a state by state basis. I mean, a few people have gotten in trouble but the severity of the punishment varied (i.e one guy got off with a obscenity charge and one guy got got put on the registry) Of course, that's lolicon in the sense that they look like kids. Most subjects in the "teenaged" hentai don't look like children and so wouldn't be thought of as such, so, on that end, it would be more of a "No."

It's really not. Red states have the highest prison rates, and conservatives (who tend to be religious) hate degenerates. Not that liberals are really any better mind you. If taking your bets on loli legality, go for blue states but afaik Cali is the only one that explicitly exempts loli and it's pretty much the worst state to live in lol.
It is extremely important to note loli is always susceptible to obscenity charges, which is exactly why red states are a red flag. Obscenity charge is basically as bad as CP charge and will get you registered. People need to get these illegal laws repealed because you cannot know what is obscene until your life is dead.
