Users won't be banned just because someone requests it. All bans are permanent and follow all IP addresses that the user ever used forever. There is no way to remove a ban once placed, and banning a single user account can result in hundreds of people being unable to access the site if they receive one of that user's old IP addresses, so we're very careful about banning users and usually won't do it without giving them several warnings first to stop.
