I looked over the site for a good couple of hours and I still couldn't fathom how the fuck its payment plans work. However, I also wasn't able to obtain anything remotely close to the high-resolution watermarked images being uploaded here without spending money, so as far as I know they're most likely paid content.
As for the watermarks, they are quite big and intrusive, and could be considered unsolicited advertisement with the large amount of them on the site. That brings them down to pretty much equal footing with third-party watermarks.

The removal of what many consider mediocre content is more of a bonus - ordinarily, most of it would have been ok enough to stay on the site.

The nationality of an artist isn't as important as it used to be. Western artists are held to something of a higher standard than Japanese artists, but that's about it - the contents of a post is what matters most. At the moment, that ancient "Japanese artists only" rule only really comes into play when western-style works featuring nothing to do with Japanese characters/culture are uploaded.
