So I looked around on the site and forums for a while but was unable to find a blacklist ing uide on here. Would anyone mind helping? One of the first that I tried to blacklist was the safe rating images

Literally just type the tag into the blacklist and click "Save Settings" at the bottom of the page.

I did that. I know how to do simple tags, but ones like in my example, the safe, questionable, and explicit "tags" i was not able to apply correctly to my blacklist (I obviously do not want to apply all 3 at once.)

The correct way to use the rating metatags is like this:
rating:safe
rating:questionable
rating:explicit

I thought I tried it that way but I guess I didn't, and so now it's working. Thank you for your help!

use the : for artists and characters/copyright (purple tags) too I believe.

artist: (insert least favorite artist here)
character: (least favorite character here)
copyright: (see above)
user: (least favorite user/uploader)

No, that's only used for changing the tag type of a tag while performing a tag edit. You do not need to do that when searching or blacklisting any tag. In fact, it will make the search or blacklist attempt fail.

Well, I know blocking users in that way works at least.
