Is it normal that a tag, lets use "sailor_crest", shows 49 on the left-hand list, but only shows 24 when you actually go to the tag? I already have "Display all site content" set in options. I found a thread from years ago saying this was because of deleted images, but is this the actual case? If so, why even count them towards the tagged image amount?

Yes, it's normal, it's still the case and it can help find bad tags when the number looks way low.

I think the tag counts include "deleted" images which aren't actually deleted, but delisted.
