No clue why this was deleted. I don't know if the artist is Japanese but I do know for a fact Dragon Ball Super is a Japanese franchise so yeah.

It never went away. All that happened was that we were given the ability, at our sole discretion, to give exceptions based on style and quality. That image is too western-styled, so it did not receive an exception.
