We don't keep or delete based on artist, it's done on a post-by-post basses. Gelbooru is an English-language gallery for Japanese-themed art. A western copyright by a western artist in a western style is almost certainly off topic. Notice the ones we keep are mostly Pokemon related or something.
RWBY is a western copyright. We tend to keep them because it tends to be in a Japanese style. I guess this one wasn't.
The rest of that artist's RWBY art is still on the site, though. All their work has a pretty anime look to it, as with most of the western artists that get uploaded here.

Also, I was looking at this Wikipedia page - en.wikipedia.org/wiki/Glenboro - and realized that you can rearrange the letters and flip the "n" upside-down and you get "Gelbooru" (it's sort of like an anagram): Glenboro Gelnboro Gelnboor Gelbooru

From the setting, I'd go with Haruhi's Hare Hare Yukai. About the program, a deviantart page with the same kind of content mentioned "Kisekae2" (googleimage's results to that name would tend to confirm)
