as far as i know, slugbox is a japanese artist and he does draw western content from time to time.
and as far as the ToS says, non-japanese means art not drawn by a japanese artist (unless exception).

lozertuser is the owner of this site. The fact that the image was deleted for the reason of DMCA (Digital Millennium Copyright Act) means that the artist has contacted him and filed a form asking for this artist's work not to be posted on this site. The post has since been permanently removed from our database and can not be restored.

The image was deleted because the artist submitted a valid DMCA claim. If you have reason to believe that the claim was fraudulent, you can contest it, but doing so is under penalty of perjury. Per the Digital Millennium Copyright Act, counter-notice must contain the following information:
We do not have a specific form for this, but you can email your counter-claim to support@gelbooru.com. Please be aware that if your claim does not contain all of the required information or is otherwise invalid, it will be discarded. Your counter notice will be forwarded to the person who submitted the takedown notice to dispute.

You can still load the post page if you have the link to it. I'm not sure why you'd need the tags on a deleted post, though.

No he can't. The post was perma-deleted. A link to it will redirect to the main post page. Even the tags are gone.
