Is there a reason why every comment I type is suddenly getting flagged/reported by the same person named kaoshima? Within seconds of any comment I make he is refreshing the page just to report me every change he gets.

Getting a comment flagged doesn't really hurt your account. Only when the comment gets deleted you lose XP. If you didn't break the rules don't worry.
