Fully agreed, I very rarely draw girls fully naked for this reason. Clothes are just more interesting to look at and can help accentuate features.

That's a visual novel sprite, right? Can pretty much guarantee are you'll be seeing the clothed sprite in the second link a lot more often than the nude sprite in the first, so I'd still wager the first will have plenty of erotic appeal during any scenes where it appears. Nudity is a bit like jewels or gemstones in that its rarity has a positive correlation with demand, and this character appearing naked in ero-scenes when you're otherwise used to seeing her clothed could definitely prove stimulating. Even if it's a nukige, this still applies.
Personally, I see the fantasy of spying on a cute girl you know undressing a lot more appealing from an erotic perspective than a naturist resort or nudist beach, because the nudity in the former case would be both more intimate and more uncommon. So in your example, I'd find the nude sprite more enticing *if* she isn't naked a majority of the time. The boob window, thigh glimpse and stockings already provide a nice tease of what lies underneath as is, so both sprites absolutely have their uses.

It's a case by case basis for me.

If it involves sex, then fully nude or forget it, but if it's plain ecchi, either fully nude or with a sexy outfit as long as it shows bare breasts. Not a fan of stockings though.
