What's the process for undeprecating hung_shota? It's equivalent to oppai_loli and I can tag and write out the wiki description if it's appropriate for me to do. Thank you

You could try to convince Danbooru to allow the tag, since we base our tagging on them in most cases.

Or you could try to convince our staff that the concept of a "hung_shota" isn't covered by a preexisting tag (or combination of tags) currently on the site.

Essentially, If you can easily find/isolate pictures of hung shota without a dedicated "hung_shota" tag, then it's unlikely the tag will be undeprecated.

hung_shota would be a subset of search string "shota {{large_penis} ~ {huge_penis} ~ {gigantic_penis}}" but cannot be isolated as an adult male or futa with a {{large_penis} ~ {huge_penis} ~ {gigantic_penis}} with a shota with a {{small_penis} ~ {medium_penis}} in the image would result in false positives. i.e. id:6075036 (Warning NSFW)

This would be an identical case for an argument for having oppai_loli i.e. Id:12304211 (NSFW)

That's where a lot of tag related requests are made, pretty much the recommended place for them.
There's no guarantee of a personal response though.

Oh no, that's just the qualification to be a "gardener", a volunteer staff position with extra privileges.

Normal users are allowed to post requests and ask questions there, and the gardeners/staff help fulfill them when possible/appropriate.
