No doubt there's an explanation somewhere that I can't find, but why the hell does the tag blacklist not work if I'm looking at a wiki entry? It doesn't make sense. If I blacklist a tag, I shouldn't have to see it under any circumstances, but numerous times I have. I don't want to have to avoid reading up on tags just so I don't see something I don't want to, so is there a fix on my end I can do or am I at the whim of site administration for resolving this?

Yep lmao. It'll most likely never get fixed.
It could be worse though. Fucking Rule 34 still hasn't fixed the tag blacklist issue on comments.
