No, but I've seen the emotive/waggling elf ears off and on since the 90's. It has just been relitively infrequent over the years as elves get typecast as aloof, stoic, or unaprochable beauties in western media untill the Anime really took hold in the mid 2010's. Complex with gooffy was still relitively rare for most of that as outside of more traditional fantasy stories they were just obligitory harem member 53, random busty babe 211, or just another sorry sod in hentai's defiling chaste virgins obsession. Frieren had mass market apeal to a much broader, more mainestream audience then a lot of those previous shows back in the late 90's early 2000's when the international audience was just randos who got their hands on a rare VHS tape or discovered early file sharing programs like Kaza.
