The rule's got nothing to do with art quality. It's against the rules to post poor-quality art regardless of where it comes from. The rule is there to force it to be a Japanese-themed site.

I see alot of crap images and they stay on for months, but then I find some awesomely drawn images and they barely stay up for an hour before some admin deletes it for being Non-Japanese.

I believe that this behavior falls with the definition of racism, and is not appreciated.

I think you mean that if this were the only booru they would be racist. Which isn't true, but they're still not racist. For one it's not even about race, it's about nationality. For another there's no assertion that Japanese people are inherently better at art, or even the (ugh) "anime style".
