Apparently it actually IS based on the premise that other nationalities can't draw:

•Non-Japanese: Anything not drawn by a Japanese artist is not allowed unless given specific exception by the moderation team for quality! Photographs of cosplayers, figures, JAV models, or prominent figures in the industry are acceptable

That said, seen plenty of anime characters butchered using 'Western' art style, so not sure that this is necessarily a bad policy, if a bit bigoted. The bylaw regarding quality is subjective, after all.

Because all non-japanese artists are American, rite? (not saying that this artist isn't american, but you're making it sound like world consists only of US and Japan.)
