Well, the crown looks like it's for some kind of beauty queen contest. Mabye the homeless girl won because every other girl in the town looks like the women in the background...
And judging by the posters on the wall and the rest of the town she might now work at a brothel as the famous winner of *insert retarded name here*-contest no matter if she wants or not.

So going by the title, the creepy rich guy is going to shower the poor loli with riches. Considering no one else seems to care enough to even toss her some old clothes, I'm going to have to say creepy rich guy qualifies as decent here.
