Its called the super leaf, and she's clearly in a raccoon suit, and not the more-powerful tanooki suit. Both came from Super Mario Bros. 3 (In case you have only played 3D land on 3DS). If she were wearing a tanooki suit; there'd be way too much cloth covering the goods...
