is probably a two layers animation. The first is the girl and background and over that is the guy. The animator most likely have to censor the penis in the layer of the guy but in the last frames he said "fuck it, i will increase the size of the brush" and the he pixelated part of the hand by accident. You notice how the pixels in the hand resembles a part of a circle
