That's an inconsistent concept that the official sources keep contradicting themselves with. There are more in-episode examples and also clearly design example of which digimon are clearly male and female, especially when the digimon consistently refer to each other with "he" or" she".

Keep in mind that how the word gender is used in this case isn't about how to physically tell part male and females of a species but the social concept of what defines a male and female based on mentality and how one acts or feels.
