That's true, but Professor Juniper (the woman portrayed here) is from the Unova region, which is based off of New York and part of New Jersey. So it's basically the Poke-world version of America, hence the text and her American flag bikini.

Well, America doesn't really have a unique culture of its own, since it was basically turned into one big experiment in multiculturalism/the "melting pot". It's just a big mish-mash of other cultures that work together to... varying degrees of success.
