The same reason why eroge games are just as bad: low budget. Ero manga just has some quality because printed media is in low demand in a digital era, making it way cheaper than it was until 20 years ago. Check doujins from the 90's for example, just as terrible with a few exceptions here and there.
Also, when making animated adaptations the author (who usually makes the drawings too) is left aside and companies outsource most of the artwork to third parties that draw and animate fast and cheap as a business, in the end it looks nothing like the source material.

This is literally some of the best and most fun animation I've seen from a hentai even to this day. The way they had the characters moving in this probably costed them more than whatever else at the time, and it was so good PP ended up reusing and retooling a lot of the animation here for later work lmao. Most hentai got boring to watch after seeing something as animated as this, calling this animation "horrible" is fucking ass-backwards when it had more movement in it than even some regular non-hentai productions
