The most aggressive and proactive one is actually Sword Maiden as it took her only a couple days to hit the point where she was openly inviting Goblin Slayer to have sex, Guild Girl took 5 years just to ask him out on a date, which is also why Sword Maiden is pouty about not being able to be with him because of work.

Guild Girl just happens to be in the perfect position to be able to interact with him more regularly.
