I'm not completely certain that this is Kerrigan, but the artist has drawn Starcraft pictures before and this looks a hell of a lot like Kerrigan from what I've seen of her so I've put it down as such.

Well Kerrigan was a ghost, and her suit was blue. She had longer hair, she was a redhead. Had a headpiece, uses a C-10 Canister Rifle... >.>

So I wouldn't say it's Sarah Kerrigan. I'm exactly not quite sure if this is even StarCraft related, but ehh...
