He was first introduced in Shiritsu_Justice_Gakuen, the first game in the series. He is known as the "Mysterious Public Man." He is the twin brother of another character in the series, although they both have different surnames. Kyosuke has short orange_hair, brown_eyes and he wears eyeglasses. His primary outfit is a white school jacket under a black long sleeve v-neck shirt with a Taiyo emblem on both on his white collar, white pants and white, black and yellow shoes.
