He grew up in Giba and Chiba and was interested in art since he was a child, but didn't become interested in manga until he was in his second year of middle school. He was inspired to try his hand at being a mangaka when he learned about Weekly Shounen Jump's Tezuka Award contest and hoped to get the prize money so he could buy himself a stereo. To that end, he began developing his manga creating skills. He was rejected multiple times but editor Torishima Kazuhiko saw potential in him, going as far as to ask Katsura's parents to allow Katsura to attend a vocational school to train to become a mangaka. Katsura attended Asagaya College of Art and Design, and made his debut as a mangaka with Wing-Man in 1983. As a mangaka, Katsura is known for his work in two genres: romance and superheroes. For the latter, Katsura was influenced by both Japanese superheroes such as Ultraman and Kamen Rider, which he watched as a youth, and Western ones such as Batman. Katsura specializes in drawing beautiful girls who are placed front and center in the promotion for his romance stories, which combine humor, romantic angst, and fanservice. This specialty was encouraged by editor Torishima who asked him to make the women as cute as possible. Although he has a successful manga career with many of his manga receiving anime and live action adaptations, he has a tendency to stick to writing one story for two to three years before wrapping the story and moving on to the next project with Zetman being the main exception, lasting for 12 years. He has described himself as someone who isn't concerned with creating a long-running flagship title for magazines. He is good friends with fellow mangaka Toriyama Akira, who also had Torishima as an editor. The two had collaborated on a few one shot stories.
