She is a member of the Raven Tail Guild and she fights Lucy at the Grand Magic Games festival. Like the rest of her guild, she is a cheater. Once she starts losing the fight, she covertly holds a little girl hostage with her hair in order to pressure Lucy into losing and Lucy only loses once one of Flare's guild members covertly helps her out. She also always refers to Lucy as 'Blondie' and seems to have a fixation on her. In spite of Flare's 'victory', Flare is punished and abused by her guild members. Despite what she's done, Lucy feels pity for her once she sees that Flare is physically abused by her own guild. Flare also comes to regret her actions and apologizes to Lucy for her behavior and the two of them reconcile. Afterwards, Flare steadily becomes kinder and her facial expressions become gentler. However, she retains her creepy demeanor. She has a habit of telling jokes in such a way that it seems she is being sincere until she adds that she was just kidding after a pause. Flare's strange behavior is revealed to be the result of an unusual upbringing. Despite being a human, she was raised by the giants of Sun Village and has no idea of how to interact with other humans. After she left the Sun Village, she had nowhere to go and was eventually accepted by Raven Tail. She used dirty tricks in combat because that was what everyone else in the guild did and it was only in hindsight did she realize that this was wrong. She leaves Raven Tail after the Grand Magic Games and once again, having nowhere to go to, she returns to the Sun Village. She is voiced by Itou_Shizuka.
