A 2013 Metal Gear sequel developed for the Playstation 3 and XBOX 360 (outside of Japan). A short demo was packaged with the Zone of the Enders HD release much like how the Metal Gear Solid 2 demo was packaged with the original Zone of the Enders. The game is directed by Saito Kenji, produced by Inaba Atsushi and Korekado Yuji, and executive produced by Kojima Hideo. Shinkawa_Yoji did the concept art and Yoshimura_Kenichirou did the character designs. The story is written by Tamari Etsu. Tag refers to images that specifically reference this game.

It was originally intended to be an interquel starring Raiden set between Metal Gear Solid 2 and Metal Gear Solid 4, with a focus on predatory stealth due to Raiden being tougher physically, thanks to his cybernetic body, than Snake, but the developers were having difficulty figuring out how the gameplay was going to work and the game was canceled.

However, series creator Kojima Hideo decided to approach Platinum Games with his ideas for the game and they agreed to develop it, saving the game from cancellation. Kojima Productions and Platinum collaborated on the development of this game. The gameplay was redesigned to be more like Platinum Games' style with a focus on stylish action. Platinum predominantly focused on gameplay whereas Kojima Productions wrote the game's storyline. The game's unusual subtitle is a reference to the game's saving from cancellation. Kojima Productions wanted to get revenge or vengeance on the failed Metal Gear Rising project and they used the word Revengeance, which is an actual word that long fell out of use, to represent their feelings.

The game is now set years after Metal Gear Solid 4. Even after all he has suffered in the past Metal Gear games, Raiden has still not found peace and is back on the battlefield. Raiden has been working with private military contractors in an unnamed country in Africa to help restore stability in the war torn region. Unfortunately, a private military contractor named Desperado emerges and wreaks havoc in the area and Prime Minister N'mani, who Raiden had been assigned to protect, is killed, ruining a great deal of work Raiden and co. have put into stabilizing the region. Desperado is an especially deadly force because it has many cyborg soldiers in its ranks as well as a group of powerful warriors known as the Winds of Destruction. One of them, Samuel Rodrigues, severely wounds Raiden. Raiden's MGS4 cyborg body is clearly not strong enough to deal with Desperado's soldiers and Raiden gains a new cyborg body and heads off on a mission to stop Desperado.

Although Raiden is more powerful than ever, years of being on the battlefield and related trauma is taking its toll on his psyche. He also may not be as different from the Winds of Destruction as he would like to believe. . .

Since Raiden has a cybernetic body that gives him superhuman abilities, gameplay is much more action packed and faster paced, reminiscent of Platinum's past work like Bayonetta, than past Metal Gear games with Raiden being able to perform combos with his sword. The game's director Saito Kenji has previously worked as a programmer on Bayonetta. However, stealth is still present in the game as Raiden has the ability to sneak up on his enemies and kill them before they notice his presence.

The game gives the player plenty of freedom to chop things up with Raiden's sword. The player can demolish the environment with Raiden's sword as well as the enemies that the player must fight and some easter eggs can only be discovered by slicing specific locations and objects. However, the player can not destroy buildings or kill civilians although the player can have Raiden slice off their clothes. The increase in direct combat also leads to this game becoming significantly more violent and brutal than past Metal Gear games with combat often involving enemies being chopped into pieces until their bodies are reduced to bloody chunks. The game encourages the player to defeat and kill the enemies as their spines function as Raiden's health boosting tools. It is also possible to dismember enemies but keep them alive, leaving them crawling in their blood. Like Bayonetta and Devil May Cry, there is also a combat ranking for all the required fights with the S rank being the highest and most difficult rank to earn. Unlike other hack and slash games, the player can choose to use stealth and avoid some fights, but there are quite a few battles that can't be avoided. The game is also significantly more exaggerated in its action than past Metal Gear games to the point that Kojima admitted that at times, like the boss fight in which pre-upgrade Raiden catches Metal Gear Ray's massive chainsaw blade with his hands and proceeds to throw the giant mech vertically into the air, he thought Platinum's developers were going a little too far though he eventually came to appreciate their approach when he played the game for himself.

Like Platinum Games' past work, the game is generally considered to be quite difficult and mastering all of Raiden's combat abilities and figuring out enemy and boss patterns is essential to survive the game. The game also has a special difficulty mode called Revengeance where everyone is much more powerful, which can be unlocked by inputting the Konami code. In this difficulty, getting hit by an enemy will likely prove fatal and stronger enemies will show up early in the game, but Raiden's counters are also made much stronger.

In contrast to past Metal Gear games, this game features an original metal soundtrack composed by Jamie Christopherson, complete with vocals. The boss fights are accompanied by vocal songs with lyrics written from the boss's point of view. The game's music shifts according to what's going on in the fight. For most of the fight, the music is purely instrumental, but during particularly dramatic moments in the battle or as the fight reaches its climax, the vocals suddenly kick in.
